The Safety Officer is responsible for ensuring full compliance with HSE policies, standards, and procedures at Oil & Gas project sites, including plant operations, shutdowns, construction, and maintenance activities. The role requires active monitoring of work areas, identifying hazards, and enforcing safe work practices to prevent incidents and injuries. The Safety Officer will conduct site inspections, Toolbox Talks, permit-to-work verification, equipment safety checks, emergency response preparedness, and ensure proper implementation of confined space entry, working at heights, scaffolding safety, hydro testing, hydro jetting, hot work, lifting operations and lockout–tagout procedures. The position includes preparing safety documentation, audits, investigation reports, training workers on safety awareness, and promoting strong safety culture across the workforce. Close coordination with site engineers, supervisors, and client HSE teams is required to ensure all operations comply with project and international HSE standards.
Responsibilities
Perform daily site inspections and safety monitoring at Oil & Gas project locations.
Implement and enforce safety rules for Confined Space Entry, ensuring gas test certificates, standby man presence & rescue plans are in place.
Monitor safety procedures for Hydro Testing and Hydro Jetting operations and verify pressure testing and barricading requirements.
Ensure safe execution of Critical Lifting operations by reviewing lifting plans, crane charts, load calculations, and ensuring competent riggers and signalmen are deployed.
Inspect Scaffolding work for tagging, stability, load capacity & proper erection/dismantling procedures.
Conduct Risk Assessments and Job Safety Analysis (JSA) using 5 Steps Risk Assessment methodology.
Review and verify PTW (Permit to Work) for hot work, confined space, excavation, electrical isolation, working at height, and lifting activities.
Ensure compliance with PPE standards, LOTO procedures, Fire & Emergency response plans, evacuation drills and first aid support.
Conduct Toolbox Talks (TBT), safety meetings, orientations & training for workforce.
Investigate and report accidents, near misses, unsafe acts, and unsafe conditions, identifying root causes and implementing corrective actions.
Maintain HSE records including inspection checklists, incident reports, audit reports, training attendance, equipment certifications and daily/weekly safety statistics.
Stop any unsafe work immediately and escalate critical risk conditions to management.
Promote strong safety culture & zero-incident mindset across all departments and contractor teams.
Qualifications
Must have Gulf experience: 3–5 Years (Oil & Gas Industry)
Graduate / B.E / B.Tech
NEBOSH IGC Mandatory
Gulf Return candidates preferred
Electrical background preferred for few positions
Strong communication & safety documentation skills
